Four levels must be taken into account:
- Technical interoperability
This level enables communication at a technical level through uniform standards, protocols and APIs. It is the basis for enabling systems to "talk" to each other. - Semantic interoperability
The aim here is to ensure that the exchanged data can be interpreted in the same way everywhere. Semantic models, especially for digital twins, play a central role here. - Organizational interoperability
This level refers to the ability to organize interacting processes effectively and make them accessible to users. It ensures that collaboration between different organizations functions smoothly. - Regulatory interoperability
It refers to the ability to communicate and work together from a compliance perspective. Agreement on common regulations, such as a common legal area, common standards/norms, etc. are the basis here.
This shows us that there cannot be one ultimate data room. Rather, there is a whole world of data rooms tailored to different requirements and legal frameworks.

- Federation: The project is designed as a federated model that enables collaboration and exchange between different cloud providers and services without compromising the sovereignty of the data.
Our assessment
Data rooms need standards as a basis for collaboration. These are designed to be partly overarching and partly data room-specific. A certification process as part of onboarding plus Data Space Governance-Processes ensure the standards and thus a reibcooperation.
